For example, the link above this 2.3 Encryption chapter, just talk about the encryption and decryption algorithms is what, but on the content of the xls specific bytes to deal with how it does not explain, decryption is okay the community has a lot of implementation, but on the xls encryption is really too vague.

MS-OFFCRYPTO specifies the Office Document Cryptography Structure but does not describe the implementation details. You can find information about implementation in the Web App Devlopment section of learn.microsoft.com. Some good places to start are
