Does a Visual Studio Professional subscription include the right access level to create Azure Devops test plans?

Hello,

We're trying to create test plans in Azure DevOps, but the create test plans option is missing.

We're under Visual Studio Professional subscription licensing. I was wondering if this licensing allows for a user to create Azure Devops test plans, as our permissions seem to be set appropriately.

    The Visual Studio Professional subscription licensing does not include access to the Azure Test Plans feature in Azure DevOps. Azure Test Plans is a separate service that requires additional licensing.

    You can check and manage the licenses and access levels in the Azure DevOps organization settings. If you need more information or want to purchase additional licenses, you can visit the Azure DevOps pricing page
