Merging two separate cells to make a single cell is done by-

  1. Data validation
  2. Trim function
  3. Concatenate function
  4. None of the above

What's ambiguous about it? The question clearly states "how to make one cell out of two". There is nothing in it that suggests that it's about combining the values from two cells into a single (other) cell.
