Is this issue only affecting one particular user, while the others who have access to the shared calendar can see the up-to-date calendar?
If this describes the situation, I'd like to suggest trying to clear the checkbox of "Download shared folders" via File > Account Settings > Account settings > double click the account > More Settings > Advanced , then restart Outlook and check the result:
If the issue persists, you may consider recreating a new Outlook profile for the problematic user and see if there would be any improvement.

Actually I meant UNchecking the download shared folders, so would you please have a go by clearing the checkbox and see how it goes?

Originally it was unchecked so I checked it to see if any difference and we are getting the same result .

Is the problematic user's mailbox much larger than the other users'?
If this is the case, have you tried adjusting the Offline Settings to keep less data locally and see how it goes?
For example, by default, Outlook caches emails from the last 12 months, you may try changing it to let's say 1 month or 3 months and check the result:
