Ondrive not syncing between application & browsers

Hi,

last week one drive stopped syncing and I was receiving an error message “one note cannot connect to the server. Sync will resume once we connect. You don’t need to take any action. (Error code 0xE000006b).

I trouble shooted the steps and it looks as if it has resolved.

however when I update in the app it does not reflect on the browser and vice versa. No error messages and appears as though it has synced.

additionally when I attempt to share the notebook via the application it does not do usual prompt to share, it says please upload your notebook to share it. When I think click on one drive it says “one note cannot move the notebook To the specified location.”

also my computer did some updates last night.

Onenote for windows 10 is a new application. When I try to open notebook there it says I have no notebooks and is “loading notebooks” however has been doing this for 3 hours.

please help
