As you mentioned, the use case of PLS (Private Link Service) is to connect between services within in Azure virtual network to other **"**azure services" out side the Virtual network securely without traveling traffic through internet.
The "Azure services" being the key point to note.
Now, to answer your query,
"So with the same feature can we connect to any service which out side Azure environment from an azure virtual network ?"
- No, this is not possible
- PLS can be used either with a
- Azure PaaS Service
- or a service that is running behind Azure Standard Load Balancer
- Cannot be used with a service that is completely outside to Azure
Should you require that the traffic to a service outside Azure does not go via Public Internet , you should use ExpressRoute only (provided the destination also supports this)
