Please make sure you have the latest service pack and critical updates for the versions of Windows that you are running.
You can try to re-download the VS bootstrapper file from the page and run it as administrator.
Could you run the vs_installershell.exe file to launch your Visual Studio Installer: C:\Program Files (x86)\Microsoft Visual Studio\Installer?
If you are using a firewall or proxy server, please refer to: Set up Visual Studio behind a firewall or proxy server and add the Microsoft Domains to the allowlist.
Then, retry the installation.
