How to view repo approvals and checks creator in AzureDevOps if audit is turned off?

Hi,
We have one approval and check rule on some branch, We need to find the creator of that rule.
However, as Our Azure DevOps not connected to EntraID, We unable to turn on audit logging.
Is there any way to see logs and find that person, who created that rule on branch?
