How can I allow a team member to move documents from one file to another BUT NOT allow them to download it?

I have a small number of team members who I wish to be able to move documents saved in one file to another file where 100's of members will have immediate access in a short space of time. The problem I find is that if I give members the ability to move documents between files it also gives them the ability to download the file which I cannot have. Both myself and my IT team at work cannot seem to find a way to have a member;

  1. No edit
  2. No download
  3. Be able to move a document from one file to another within the channel.

Please, is this possible or am I trying to find something that cannot happen?

    Thanks for the detailed case description. We fully understand the functionality you require.

    However, according to our test, we regret to inform you that the functionality you require is not currently supported. In Teams or in SharePoint, navigate to the appropriate document library, select the folder, and click Share.

    Select "Manage access" and edit the member permissions to "Cannot download".

    This will prevent team members from downloading files, but when you assign permissions in this way, members will not be allowed to move documents from one folder to another.

    If you would like this feature to be added, please submit feedback in Microsoft Feedback. Many features of our current products are designed and upgraded based on customers’ feedback. With requirements like this increase, the problem may well be released in the future.
