APP service availability test is partially failing for specific region ( France Central)

I have an APP service plan where my application is hosted, I recently started to see some failures in my availability test configured, the test by default is made from 5 different regions ( France Centra, France Central (Formerly France South) , North Europe, UK west, West Europe) , I am getting partial failure from France Central on different times with 502 or 504 and also 2 times from West Europe but not sure what is the reason for that or how can I troubleshoot it, My questions :
- Is this an Infrastructure issue, how can I be sure ?
- How can I troubleshoot it ?
- Whom to report this issue to ?

I actually know the service health and resource health and they are not showing any issues, If you see in the screenshot that failures happens intermittently on different days 12,17,22,23,29 July so it's not related for yesterday service degradation, I also can see that app is working fine and reachable and other regions is showing 100% availability, so it's something intermittently that makes some very few requests to fail with 502 or 504 , So it's seems for me a network glitches which happens on these regions but how can I verify that in my question ?
