Can't Register New Connector for Actionable Email Message https://outlook.office.com/connectors/oam/publish/New

I cannot access the following page to register new providers for outlook actionable messages.

https://outlook.office.com/connectors/oam/publish/New

This has been the same now for 5 days. I get the following message.

I have tried various browsers and different machines and get the same error. The only way that I can get to the page is by opening https://outlook.office.com/mail/ first, then opening https://outlook.office.com/connectors/oam/publish/New the page will then display but still doesn't render properly and crashes whenever I try to add a new provider.

Can someone please help asap as this is holding an important piece of work up. I have raised an issue on this through the O365 admin but had no response.
