I have this PowerShell script that creates an article page inside the "Pages" document library that runs with no issue until I applied the July 2024 CU in our SharePoint 2019 servers.

Yes it is caused by the latest July 2024 CU. MS has noticed this issue and will release a fix as soon as possible. If this has impact on your business, please open a ticket with Microsoft. MS support will give you instant help.
