WINDOWS PRINT MANAGEMENT ADMIN CANNOT INSTALL NEW PRINTER

when signed in as network admin or local admin, cannot install a printer. the printer will install on other computers, has a reachable website, and has a fixed IP address that the server can ping.

errors include:

Network Printer Installation Wizard: Windows could not communicate with the WSD printer.

or

Add Printer Driver Wizard: Unable to install driver. This operation requires an interactive window station.
