Why do I get communication in a language different than the one set in my system?

Hello,

periodically I am getting emails from Microsoft about various products (e.g. Power Apps) with downloadable content (e.g. ebooks, security reports, etc). Those emails and downloadable content is in a different language than the one I have set in my preferences. When I get to the "communications" setting I see one item in Dutch, while all others are in English. How can I change that item to English?
