cannot create compute instance on Azure ML studio

I tried to create compute instance on azure machine learning studio, and there are no VMs because I do not have enough quota.

The only VM of my console is gpu - h100 one, but if I choose the one, I fail to create instance with follow message.

So, I go to quota page and change my quota(request quota), then pop up the message and fail the request.

Because of this issue, I can't create Azure ML coupute instance and alse can't use ML platform.

Why do this problem occurs, and what should do I do?

Please let me know how to fix it.

    As per the error message looks like your subscription is not associated with a Cloud Solution Provider (CSP) or that the CSP has not granted you permission to request quota increases.
    Here is the troubleshooting document for no eligible subscriptions: https://learn.microsoft.com/en-us/azure/cost-management-billing/reservations/troubleshoot-no-eligible-subscriptions

    Quotas are applied per resource group, subscriptions, accounts, and other scopes. Your subscription might be configured to limit the number of vCPUs for a region. If you attempt to deploy a virtual machine with more vCPUs than the permitted amount, you receive an error that the quota was exceeded.

    To request a quota increase, go to the portal and file a support issue. In the support issue, request an increase in your quota for the region into which you want to deploy.
