How to Get Azure Service Health Notifications Without Azure Portal Access

Is it possible to receive notifications for Azure service health or outages without having Azure Portal access? I'm interested in service outages in my region, including Azure and M365 accounts. I'm aware of the Azure Status page, but I'm not sure if there's a similar page for M365 status.

Can anyone tell me how to subscribe to email notifications without doing through azure portal?

Not like the Azure Admin adds my account for subscription.
