VS2022 works fine but can't use NuGet Package Manager

After VS2022 is opened, when I clicked on

Tools > NuGet Package Manger > Manage NuGet Packages for Solution

Nothing happens, unable to open the "Manage NuGet Packages for solution",

May I know how I can use it?
