Add new user to Azure Devops Organization. The invited user cannot sign in

Hi, in our organization we are trying to add a new user into our Azure DevOps.

Unfortunately, we receive several errors when the user tries to log in. Here are the steps we followed:

  • we added the new user in Azure -> Organization Settings -> Users -> add users.
  • The user receives the invite mail, saying he has been invited to the organization.
    The user logs in with the mail we added him with as username. receives an error.
    the user tries to create a new account with that mail (work mail), receives an error saying it cannot use a work mail.

This process has worked before for other new users.
is this a subscription issue? do we need to add users to our subscription before adding users via mail?
is there other way to add that mail before inviting the user?
