Creating a SSIS catalog on an Azure VM (IaaS)

Hi,
I'm trying to create a SSIS catalog on an Azure VM with SQL Server 2016 (standard edition) and SSMS v18.4, unsuccessfully. It is a IaaS scenario.
I cannot create the catalog without creating an IR on Azure. I'd like to accomplish a such task as it occurs for a SQL Server installation on-premise.

How could I solve this issue, please?

    We can also create SSIS catalog (SSISDB) hosted by Azure SQL Database server.
