I am unable to reproduce this issue at my end. I was trying in the East US region.

Please let me know the region, where you are trying testing this.

This looks like a service health issue. I checked and verified that there is currently none, so most likely it has been fixed.

To verify this, you can use: https://portal.azure.com/#view/Microsoft_Azure_Health/AzureHealthBrowseBlade/~/serviceIssues
