How to list our App in Microsoft Entra Gallery

Our company has a SaaS offer and we provide our enterprise customers the option to do federated login with SAML and directory sync with DCIM. Recently, one of our customers requested that we made our integration available in the Microsoft Entra Gallery.

Looking online, we found this article https://learn.microsoft.com/en-gb/entra/identity/enterprise-apps/v2-howto-app-gallery-listing. In the article, one of the steps require us to "submit your application request in the Microsoft Application Network portal" with a link to https://microsoft.sharepoint.com/teams/apponboarding/Apps.

But, when following that link, using my company email microsoft account, I see this error:

The following information was also provided:

Error Code: 16003
Request Id: b68b7746-dfbe-4c8c-95b2-4a9512d13500
Correlation Id: 643843a1-6088-1000-183c-7d31131046eb

We have a basic Azure account with a few server instances that we use for a few side projects and some specific products, besides that, we don't have any other subscription to any other Microsoft services, like Sharepoint or Entra ID.

Do we need to have any specific subscription to a product in order to be able to list our application? Or maybe my account is missing some specific permission needed in order to create the listing? Do we need a subscription of Entra ID in order to be able to publish our app to the gallery? None of these requirements are listed or detailed in the help article https://learn.microsoft.com/en-gb/entra/identity/enterprise-apps/v2-howto-app-gallery-listing.

Thank you for your help.

    Hi @Bruno ,

I would recommend trying to access the page with a different account login that is a member of the tenant and is not a risky user. https://learn.microsoft.com/en-gb/entra/identity/enterprise-apps/troubleshoot-app-publishing

If you have a pending request, you can track the status via the Microsoft Application Network Portal: Microsoft Application Network TrackRequests (sharepoint.com). Since joining the Microsoft Partner Network is a pre-requisite for this, I'd suggest that you also submit a request in the Partner Center as well: Partner Center (microsoft.com)

When I try to access the page, I receive the prompt to request access:

    User's image

I do not have the tools to see information about your request so I would recommend reaching out via the Partner Center to get unblocked, if you still face the error.

If the information helped you, please Accept the answer. This will help us and improve searchability for others in the community who may be researching similar questions.

Hello @Marilee Turscak-MSFT , thank you for the reply.

What exactly does it mean for an account to be a "member of the tenant"? I'm sorry, I'm not very familiar with Azure, when inside portal.azure.com, going to Microsoft Entra ID->Users, my account is listed there as "User type" "member".

Following the link you shared for "Microsoft Application Network TrackRequests" I see the exact same error message:

Selected user account does not exist in tenant 'Microsoft' and cannot access the application '00000003-0000-0ff1-ce00-000000000000' in that tenant. The account needs to be added as an external user in the tenant first. Please use a different account.

Joining the Microsoft Partner Network is listed in the article as a subsequent step after the form submission, so we didn't even try getting there yet.

One major thing that I didn't notice the first time I read the article is the following:

Note Currently we are not onboarding new applications in FY25 due to SFI (Security Future Initiatives). Only the update listing requests can be submitted.

Does this mean that it won't be possible to list new entries to the Entra Gallery until mid 2025? This would explain some of the weird error messages.
