All of sudden my account is getting this error and wont allow the change of password myapps page. Any direction appreicated. Thank You.

We have also had this happen. I opened a ticket with Microsoft and they admit that they are seeing other people with this, but they have not been able to send me any official confirmation. They just escalated my ticket. The only workaround they found after 4 days of testing was to modify the properties of the privileged account to give them the reset password right in ad users and computers. Then you will need to have them go to portal.office.com and select forgot password. Make sure the user has 2 Authentication methods in the account. Ill try to post if I get any good information. Please let me know if you found a resolution.
You are trying to change the password on an admin account. In order to do that, you need additional permissions, as detailed here: https://learn.microsoft.com/en-us/entra/identity/role-based-access-control/privileged-roles-permissions?tabs=admin-center#who-can-reset-passwords
