It sounds like the other user is editing the page in SharePoint. SharePoint allows for multiple users to edit the same document or page at the same time, which is known as co-authoring. When a user saves a document or page, other users are notified of the changes and can refresh their views to see the latest edits. However, it's possible that the other user is not aware that they are editing the page, which could be a user error.
To determine whether the other user is editing the page or just a document in SharePoint, you can check the page's edit history to see if the other user's changes are reflected there. If the other user's changes are reflected in the page's edit history, then they are likely editing the page itself.
