If that is not working, then it sounds as if the user is expanding the list before sending to it.

I'm trying to find out if email enabled security groups are governed by the max recipient list of a user? so if a user has 200 recipients as default and the security group has 300 members can they email all 300? I thought the answer would be yes as they are only sending to 1 email address and exchange does the rest but I have a request to raise the number they can send to in a security group. Any thoughts on how this can be?

Based on your description, I ran a test and successfully sent an email to a secure group with email enabled and members greater than 1, using an account with a recipient limit of 1. Upon testing, all members within the security group received the email, which is consistent with your suspicions. My operations and results are shown below.
