Azure VM CPU Usage becomes %100

I am using Azure Windows Virtual Machines to run my application. The VM type is Standard_B2s and Standard_D2as_v4. The VM configuration seems to be beyond my application's needs. At first, the vM can successfuly run my application but after some time, the CPU usage becomes %100.

In the task manager, I see that my application only takes %5-10 CPU however, the total CPU is %100 and my application cannot even run.

What could be the reason for this? How can I prevent this?
