Based on the information you provided, I suggest you try the following steps to resolve this issue:
- Run the installation program as an administrator user, which can elevate the permissions required to install network components.
- Click Start and type gpedit.msc, then press Enter to start the Local Group Policy Editor. On the left side of the window, navigate to the following path: Computer Configuration > Administrative Templates > Windows Components > Windows Installer Then move to the right and double-click the policy named "Turn off Windows Installer". In the window that opens, select "Not Configured" in the radio box. Then click Apply and OK to save the changes.
