If you're facing an issue where an administrator has blocked the ability to change the file open preference in Microsoft Teams, you'll need to follow these steps to resolve it:

    1. Check Your Permissions:
    • Ensure that you have the necessary administrative rights to make changes in Microsoft Teams. If you're not an admin, you'll need to contact someone in your organization who has these privileges.
    1. Modify the Teams File Open Preference Policy:
    • The file open preference in Teams can be controlled through policies set by an administrator. These settings dictate how files are opened (e.g., in Teams, in the desktop app, or in the browser).

Here’s how an admin can modify these settings:

    Access the Teams Admin Center:

    Navigate to Teams Settings:

    • On the left-hand side, go to Teams apps > Setup policies.

       - You might also find relevant settings under Meetings > Meeting policies if it’s related to file sharing during meetings.

       Edit the Policy:

          - Find the policy that’s blocking the file open preference and edit it.

             - Adjust the settings to allow users to change their file open preferences.

             Apply and Save Changes:

                - After making the necessary changes, save the policy. The changes might take a few hours to propagate to all users.

    1. Enforce the New Settings:
    • After the changes have been made, users might need to sign out and sign back in to Teams for the new settings to take effect.
    1. Contact Microsoft Support:
    • If you’re unable to make these changes or need further assistance, you can contact Microsoft Support through the Microsoft 365 admin center.

I hope this helps! If you need further assistance or have any more questions, feel free to ask. Please don't forget to upvote and Accept as answer if the reply is helpful!
