Unable to Create Application in Azure Student Account Due to Role and Access Issues

The problem occurs when I try to register an application, and it gives me an error message saying:

After doing some research, I found out that I need to change the role in 'Role and Administration', still:

even when I go to the user settings. All the options there are disabled. I have an Azure student account. Can someone guide me on how to fix this issue?"

    Thank you for posting this in Microsoft Q&A.I understand that you are unable to create app registrations for connecting data bricks to data lake in azure getting error "You do not have access, your administrator has disabled the App registrations experience in the Azure portal".

    Is it possible for you to verify your user type, such as a member or guest account, in the directory? What type of role do you have?

    Based on your provided second screenshot, I confirmed that your global administrator has added restrictions to the default permissions of users and guest users. You need to check with your global administrator for the App registrations experience in the Azure portal.
