Error installing SQL Server Native Client Access Component - Microsoft SQL Server 2019 Setup

Trying to install LocalDB in isolation and throwing up the above error message so cannot install it. It says: There is a problem with this Windows Installer package. A DLL required for this installation to complete could not be run. Contact your support personnel or package vendor.
Please find attached the log as I'm unsure what DLL is required.
Really not very tech savvy just trying to install this so I can use NVivo software and hitting a wall! Any help would be really appreciater cheers.

Normally logs are in C:\Program Files\Microsoft SQL Server\150\Setup Bootstrap\Logs with one folder per installation attempt. But I'm uncertain if this applies for LocalDB.

Please try to run setup file as administrator. How did you install local DB? Share this blog about installation of local DB for your reference.

But what DLL? No idea. One thing I note is that it takes two seconds from action starts until it fails. I don't know if this gives a clue.
A faint possibility is to use Process Monitor to track down what DLL that might be missing, but you said that you are not very tech-savvy. It would be a tedious operation even for the very tech-savvy, so I can not really recommend it.
