Stating the obvious, but are the licenses assigned to the users? Also the edition upgrade will work from Pro to Ent, not Home to Pro\Ent.
Our organization has E5 Licenses and Intune installed on devices and we want to upgrade out Windows 10/11 Home and Pro devices to Enterprise Editions
In the E5 license it is stated that we have windows 10 and 11 Enterprise how do we upgrade our licenses to it without re-installing the OS?

To upgrade your Windows 10/11 Home and Pro devices to Enterprise Editions using your E5 licenses without reinstalling the OS, you can follow these steps:
Ensure your devices are running Windows 10/11 Pro: The upgrade to Enterprise is only available from Windows 10/11 Pro. If your devices are running Home editions, you will need to upgrade them to Pro first.
Assign the E5 license to the user: Make sure that the Microsoft 365 E5 license is assigned to the user account in the Microsoft 365 admin center. This license includes the Windows 10/11 Enterprise subscription.
Connect the device to Azure AD: Ensure that the device is connected to Azure Active Directory (Azure AD). This can be done by joining the device to Azure AD or by adding a work account to the device.
Activate the Enterprise edition: Once the device is connected to Azure AD and the E5 license is assigned, the system should automatically upgrade from Pro to Enterprise. This process may take some time, so please be patient.
Verify the activation: You can verify the activation status by going to Settings > Update & Security > Activation. The edition should show as Windows 10/11 Enterprise.
