Block sender and Deny Options are Greyed Out

The 'Block Sender' and 'Deny' options are greyed out in the Microsoft Defender - Email & collaboration > Review > Quarantine tab, and nothing changed despite following the steps in the 'Manage quarantined messages and files as an admin' document. I have granted global administration privileges and security administrator privileges etc, created policy but it still didn’t resolve the issue. How is it possible that even an admin is unable to block senders from quarantine?User's image

    According to your issue, I have the following to share with you.

    These actions are used with different Policies and Transport Rules. If the button is grayed out, which means the action is not supported with this quarantined messages.

    For ‘Deny’ and ‘Block sender’ action you mentioned above, you could check the screenshot below to find out what is required.
