Everytime I want to pull a window, tab or app to split screen it automatically opens in full tab

Hi everyone,

This is a bit of a weird one, but I have this problem that every time I want to put anything in split-screen mode, it automatically opens itself to full-screen mode; it is an extremely annoying thing to deal with. Please see the attached YouTube video on this problem. I have tried disabling multi-tasking, but the problem is still continuous, so I am unsure what to do.
