I am wondering if MS Teams has an app on team we can send electronic farewell cards from a group to and individual? Or any app on team that function like GroupGreeting.
Please let me know what to do next.

You can send any type of message (image, video) through general chat

Microsoft Teams is not provided this feature now. As udara said above, you can create a farewell card by using another application and send it as a picture to Teams channels.
