SQL Server Express/Excel VBA on Azure

I develop Excel VBA applications that query SQL Server. I would like to use a cloud-based installation of SQL Server Express. I read on this forum that I can't use SSMS on Azure which surprised me. Are there any scenarios for using Azure with SQL Server Express and accessing it using SQL queries embedded in Excel VBA code?
