How to add "Aggregator" role to a sandbox user?

Hey! I am working on integration of bing API with our agency system. We need to be able to create ad accounts, but the calls to SignupCustomer fails with "1001" no access errors. Docs says the user must have "Aggregator" role in order to perform account creations. This is a sandbox server and I can't see how to add this role to the user?

Could you do that from your side?

    Since this is a sandbox server, you may need to contact Microsoft support to assign the "Aggregator" role to your user account, as this role is required for account creation. Without it, the SignupCustomer calls will continue to fail.
