Verification by Credit Card Does not Work for Free Plan Subscription

I want to sign up for the free plan, everything up to the credit card verification is fine. When it comes to that no matter how many cards I try I get the error that I should check credentials, and all fields including address are highlighted. I am certain that I have entered the info of the cards correctly. The only fields that remain the same between cards are the address fields which I have checked countless times for correctness.

  • I use the same address I provided for the previous steps, which was accepted there.
  • I tried with the address abbreviated and not abbreviated, neither works.
  • The same address has worked in countless other subscriptions outside of Microsoft.
  • I am in Turkey, not sure if Microsoft has some other special requirement for Turkey.
  • My roommate also tried on his account, with his own credit card, with the same address.

    Please check the following:

    • The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
    • The credit card information is correct.
    • You don't already have a Microsoft account that uses the same information.
