Upgrading API Management pricing tier is stuck on "Service is being updated" for hours

Hello,
I tried updating the pricing tier for API Management from Standard to Basic about 3 hours ago, and now it is stuck saying "Service is being updated...". Now I can't do any scaling (up or out), delete the resource, etc. What can I do to fix this?
