Microsoft.Dta.SqlClient has strict version requirements. Does your project meet the requirements?
If you are working with a file stored in OneDrive, the file may not be synced correctly or may be uploading/downloading. Please check that OneDrive is working properly and has synced all files. Normally this file should not be in this folder.
Try creating a new project on your C drive, can you add the package?
