Unlocked padlock with exclamation shows on C drive even though BitLocker was NEVER enabled. It came this way from Lenovo. Everywhere I look BitLocker is turned off. It's very annoying. I've also tried reimaging the machine with no change.

To decrypt the device, right click cmd.exe and select "run as administrator".
    There, launch:
    manage-bde -off c:

    Hi,

If you want to remove the unlocked padlock with exclamation showed on C drive and know why it appears, I think this link How do I remove the yellow exclamation and padlock from C:Drive on SurfacePro4 would help.

Alice... I cannot click Turn OFF BitLocker... I said it wasn't on... the only thing there is the option to turn it ON.
