SharePoint 2019 on-prem Licensing

Question

We are migrating our SP 2013 to SP 2019. There will be 3 environments in 2019 Prod, pre prod and dev. Could you help me how do we need to buy license for each. Is it that if we buy one SP 2019 license, we can install in all the 3 farms or do we need to buy 3 separate license

Quoting this document: SharePoint 2019 licensing:

SharePoint Server 2019 is required for each running instance of the software, and CALs (Client Access License) are required for each person or device accessing a SharePoint Server.

That is to say, if you need to build three separate SharePoint Server 2019 environments, then you will need three separate licenses to get access to them.
