Hello,

as a member of tenant, I can see users in "portal.azure" and "aad.azure" portal for the same directory. Then what is the difference between these two portals?

Portal.azure.com is Microsoft's cloud platform portal for various cloud services like Compute, networking, Identity, Security, AI etc You can do a lot of things if you have a Azure subscriptions like

Whereas aad.portal.azure.com will give you access to only Azure Active Directory related services :

With portal.azure.com, you can manage all azure resources (Vm's, network, azure ad, SQL, etc.). However with aad.portal.azure.com, it only shows you azure ad for your tenant and only allows managing resources in Azure AD (users, groups, devices, enterprise apps, security logs, etc.)
