Why does Azure allow the Ownership to a subscription to be removed when he is the only user?

I am the Owner of my azure account. I created a pay-as-you-go subscription and opened it in Azure portal. I went to IAM page -> Role Assignments Tab. Selected my username and clicked Delete . It removed my ownership on the subscription after which I am not able to access billing section or even not able to cancel the subscription.

Why does Azure allow to remove the Ownership who is the only user of the subscription? Should it not ask for another user who has Contributor role or any other reader role before removing Owner user on its subscription ? Or am I missing something here?

Later I temporarily added Access management for Azure resources to bring back Owner role, but should this role not be added by default if Owner role is removed and if Owner is the only user for that subscription?

    However, the global admin can recreate/elevate his permissions to owner. So it is not especially required hence why. See: https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/add-change-subscription-administrator?source=recommendations
