How to get a subscription for Oracle Database@Azure

Hello

I have a Visual Studio Enterprise Subscription and want to use the new offering, the Oracle Autonomous Database hosted in an Azure DC. Therefore first a subscription which is for free muts created. But when I select it, I see in the details: Only certain customers are eligible for this product.

A screenshot is attached. What is required from Azure side to order an Oracle Autonomous Database?
