Could you please tell us which version of Office are you using now? Such as Microsoft 365 Apps for Enterprise.
Was Translate function disabled?
Translate is one of Intelligent Services in Office, if you’re using the Group Policy Management tool, the related policy settings are located under User Configuration\Policies\Administrative Templates\Microsoft Office 2016\Privacy\Trust Center
.
But please note, once you enable or do not configure these policy settings, not only Translate but other features such as PowerPoint Designer will be also enabled. For more, please refer to this article: Use policy settings to manage privacy controls for Microsoft 365 Apps for enterprise.
