PowerShell and CMD prompt issue

Has anyone ever seen this? I have already restarted the system and tried to reset the PowerShell settings. It happens on both PowerShell and Command Prompt. This is on a Server 2022 system.

Try booting from the installation media and get into recovery mode. Does the command window still look like that in recovery mode?
