Strings instead of correct text in Settings

Hi all, I've a Win 10 user device that has what look like placehold strings in the Windows 10 settings windows, for example, the below. I've tried an SFC thinking this may be a missing system file which defines the strings or something but that's not seen any problems. Does anyone have any ideas?     Were there any changes made to your PC?
    What is the current OS version?
