Why I cannot access hardware account

I am trying to access Hardware Section on Microsoft Partner Centre. Whenever I click "Hardware" section, the Account settings | Legal info section https://partner.microsoft.com/en-us/dashboard/account/v3/organization/legalinfo pops out.
