Multifactor Authentication within Azure can be enabled via different methods which are through Security default (basic), per-user MFA within the User blade, or via Conditional access.
Enabling MFA via security default enables MFA for all the users and no premium license is required to use the feature. Follow the link below to see the step-by-step instructions on how to enable security default to active MFA for all users.

If you would like to enable MFA based on some conditions, like locations, IP address, authorized devices and so on or you would like to enabled MFA for some certain users like users with Admin roles, then you can do this by leveraging on Conditional access. You can also leverage on the Per-USer MFA feature if you only one to target a particular user.
