error creating Azure function on azure portal

From Azure portal, I tried to creating functions:

from the Create function page, I select Blob trigger: then from the Template detail page:

in the job type I do not find the option of 'Create a new App', so I select 'Append to App', name it, provide path and the storage account connection, Create it, the next page show 'Error while Loading', refresh the page does not help either.

I am not sure what I have done wrong, wondering this has anything to do with the Azure subscription or my permission from this subscription. Any suggestions?
