Unable to Target User Group in GPM Editor, option is greyed out

Trying to recreate Group Policy to map drives for specific user groups (on a new WinSvr 2022 Essential) When have GP editor open (and go to User Config, Preferences, Windows Settings, Drive Maps, create or open an entry, go to the Common tab, select Item-level targeting, then Targeting button) then New Item, Security Group, it defaults to Computer in group and cannot select User in group - it is greyed out. (on other servers could choose between User or Computer) Anyone have any idea why this might be restricted? Or how might be able to change this or work around it?

    I am having the same problem. This was working up until a few days ago. Did a Windows update break this? EDIT: Windows Update IS INDEED the problem, once again.
